The pathways through which learners engage with education are as diverse as the learners themselves. Learners acquire knowledge and skills through formal education; nonformal learning such as workplace training, noncredit workforce programs, work-based learning, or apprenticeship programs; and informal learning through individual experiences. This variety causes challenges in creating a coherent learning framework which can be summed up in the following questions: How can a learner connect those building blocks to create a coherent roadmap with clear and useful on- and off-ramps? How are those roadmap opportunities communicated to the learner and implemented?
